Dr. Nicole M. Francis, Ed.D.
Dr. Francis serves as President and CEO of Visionary Policy Institute (VPI), an organizational leadership
and change management firm specializing in Government Contract Program Management, minority
programs and human service program initiatives. Under her leadership, VPI has provided numerous
Government and Non-Governmental organizations with business strategy and process management
consultancy. She is also a proposal and technical writer and has assisted clients with procuring investment
capital for various business projects.
Dr. Nicole M. Francis served as the Program Manager for Smart Global Solutions (SGS), LLC,(JV):
NASA Research and Education Support Services (NRESS). Here she managed the NASA Headquarters
Consolidated Contract in Washington, DC and Arlington VA; a $145.9 million, 8(A)/GSA Minority
Business Contact to provide scientific and educational technical support to NASA Headquarters Mission
Directorates. Projects that she has managed include work on the International Space Station (ISS)
Education/Science laboratories, NASA’s Educator Astronaut Program, the Earth and Space Science
Mission Directorates and in NASA’s Education and Aeronautics Mission Directorates to name a few.
Dr. Francis received a Bachelor of Science degree in Biology from Towson University, a Master of
Education in Special Education from Coppin State University, and a Doctorate of Education in Child,
Youth and Human Services from Nova Southeastern University with a specialization in Management of
Human Service Organizations and Bio-Sociology. She is also a published author of numerous scientific
and academic articles and her most recent book: A Journey to Womenhood: Poems from a Girl Grown
Up Too Soon, a book of poetry and essays. She is a proud mother and resides in the Washington, DC
